Sim Swap, Poor product range

I was due for an upgrade 6 months ago but was waiting for the HTC One. MTN still does not have this phone available even though Vodacom has had it since the 10th of May. They also cannot tell you when or if it will be carried by the network.
I decided to settle on the S4 instead to avoid the hassle of changing networks.
I upgraded and received the S4 and needed a sim swop, the new microsim was supposed to work within 2-24 hours and when my old sim would be deactivated.
Within 3 hours my old sim was deactivated but my new sim is yet to work.

My father also decided to upgrade to the S4 on the 12th of May.
He also required a sim swap.
As of today (27 May) his new sim is still not active.
However they have not yet deactivated his old sim.

The call centre is useless and says you must wait for the sims to be activated.
The in-store staff are also useless and say there is nothing they can do.
I then tried to cancel my contract and switch networks and was told that I would incur hefty penalties for cancellation.

I am so sick of mtn's horrific service!
