Over charging for ending of contract LOCKDOWN

I wanted to port my number as I was due for an upgrade on my contract, only to find that in the 21 of the 24 month contract I can only upgrade. If I want to Port within this 21 month period I have to pay R3500 approximately which is more than the handset is worth after almost two years.
I was informed that this Exhorbitant cost was for the balance of the 3 months contract (MTN 100 Subscrition R87.72 and Promo Cellphone Fee R139.47) As you can see the balance I was willing to pay was for the 3 remaining months 3 x R87.72 = R263.16 R418.41
Total = R681.57
Why do I have to pay the deficit /- R2800?
