WRONG BILLING AND NO BIS

Why is it that on the Cell C network the BIS doesnt work at odd parts of the day. My network goes down for up to 5 hours. What is the point of paying for it but because there is no network I cannot send bbm's or emails and i have to use more money to make calls. This has been going on for 5 months and I am not the only Cell C customer to suffer. What are you people doing??? Furthermore, over a month ago I called the call centre to lay a complaint against a premium sms which i did not send as i am not so stupid to pay R17.50 for a single sms and i was told i will be contacted after 3 working days, till today none of your useless staff have contacted me. After my account being debited for a sms i did not send i called back to be told they are still investigating the issue but i cannot speak to the person who is carrying out th einvestigation and i will be called back with a report which still has not happened. Terrible service! If you guys cannot manage the network and provide clients with what they are paying for stop signing up new contracts!!!
