WHAT PART OF CANCEL DO YOU NOT GET??!!

I submitted a cancellation in March 2013. I was informed that the request must be submitted in writing. Last time I checked, e-mails constitute a written request. I requested cancellation again, I was then informed that the account balance must be settled before cancellation can be effected. Despite the fact that I was not informed of yearly cycles for domain renewals, I settled the account & requested confirmation. After more back and forth, "Roy'' (some manager guy) calls to find out if my problem was resolved. At that point I was doubtful that he even knew what the problem was...(shoddy). ALL that was requested was a cancellation and confirmation. Neither of which has been done!!! FOR THE LOVE OF STUPID!! Today I get a mail stating that my 'account has been re-activated'...REALLY???!!! SERIOUSLY!!! CANCEL THE ACCOUNT DUMMIES!!
