Customer services department is useless

I went there for hospital plan claim forms, and it took 1.5 hrs for me to get served. Then i had to wait a little just over an hour for the form. Since then i have gone to the customer services, and just returned because the queue was too long. They are 6 serving points, but there is never more than 2 people at the service counters. I find this ridiculous and don't see the point of 6 counters.
