Non delivery of goods ordered

I received two Afrizon vouchers from Vodacom, Afrizon, Homemark. I tried from 24 December to 25 January just to place an order. Eventually Jonathan Magatusi answered my call and took my order. I was then told that it was the Home mark birthday and that I could select any letter ion the word Home mark and win a price. I selected M and was told that I would receive the royal diamond pots and pans at R4000 and that I had to pay in R2700.00 in for the rest. I paid that amount plus delivery fees. This is now 19 days later and I have not received my order.

Should a company like this be allowed to trade telephonically if they do not make good on their deliveries?
