Wrong billing and false advertising

Good day
Today the same thing that has happened the last four times i went to this specific Edgars happened again. When you enter the store, you will immediately see all the discount and sales signs. 75% off clothes and 25% off all underwear. So after i selected my items, i went to pay for it, paid and started leaving the store. Just as i was leaving something told me to remember what happened the last couple of times, and check my slip. And as true as daylight, they charged me 20% MORE on EVERY item i bought. I compared the price tag to the slip to ensure i was not mistaken. I returned the items and asked why 1: i was overcharged, and 2: why i did not receive the advertised 25% off. After waiting at least 15min, the overcharged money was returned, but i did not receive the 25% off. That is unacceptable and false advertising, because the sales lady told me the items i bought were definatly 25% off. So now i want to know, to how many people does this happen who does not even realize it and gets stollen from, and how will Edgars fix this.
