Is hanging up a company policy?

This is the third separate occasion that I've had this happen. I want to talk to the monitoring centre to sort out account related details and usually what happens is that when I'm transferred to the call centre, someone picks up the phone and hangs up without even taking my call. I usually call twice and then go straight to your emergency centre because it's obvious that the person responsible for the monitoring centre doesn't feel like doing their job at that time. If your monitoring centre has office hours, then state them and I will use them, if not, then give me a number that I can call because the one I was provided is based on the mood of the operator.
