Paying for damaged goods

Last year september we installed chubb security system and the person who installed it did not install it correctly and it does not register at the chubb head offices every time our alarm goes off since last year sep till today 20 june 2013 every time it goes off we dont receive a call, last week we had a house break in and the alarm went off no call from chubb still, we called Roxy from chubb who refered me to an installer... spoke to the installer (freeman) who said he wants a call out fee for him to come and fix out system
Why must i pay a call out fee when chubb installed a disfuctional alarm system... im so upset because every time we call chubb the send us from pillar to post, and they still debit every month without fail, what am i paying for im not safe in my own home ..and this is not only happening to me my 2 neighbours are expiriencing the same thing .. chubb is useless and i want them to come and remove their system because is off no use to me... im so dissapointed at chu
