HEAD MASTER CANT RIGHT OUT A CHEQUE

ON THE 07/03/2013 I WENT IN AND GAVE MY LOTTO TICKET IN AT THE MAIN POST OFFICE IN CALEDON STREET IN UITENHAGE EASTERN CAPE, KNOWING HOW MUCH I WON ALREADY AS I APPROACHED THE CASHIER AND I GAVE HIM MY LOTTO TICKET, SO HE WENT TO THE MACHINE AND HE SAW I WON AND THEN HE TOLD ME TO STAND ONE SIDE BECAUSE ANOTHER PERSON (ERNISE) WILL WRITE OUT THE CHEQUE FOR ME, I HAD TO WAIT 50 MINUTES FOR ERNISE TO WRITE OUT THE CHEQUE, FINALLY HE GAVE IT TO ME AND THEN I WENT TO FNB TO DEPOSIT INTO MY BANK ACCOUNT, ON THE 10/03/2013 I GOT A SMS FROM THE BANK STATING TRANSACTION FAILED, SO ON THE 11/03/2013 ON A MONDAY I WENT TO FNB AND THEY TOLD ME THE CHEQUE WAS NOT COMPLETED PROPERLY BECAUSE THERE WAS A SIGNITURE MISSING, SO I WENT BACK TO THE POST OFFICE AGAIN 0N THE 12/03/2013 TO GET A NEW CHEQUE BUT THEN THE LADY TOLD ME THE GUY THAT WROTE OUT THAT CHEQUE (ERNISE HEAD MASTER) IS NOT WORKING TODAY, SHE TOOK MY DETAILS AND SAID SHE WILL GIVE IT TO HIM AND ASK HIM TO PHONE ME WHICH HE DID NOT, ON THE 13/03/2013 I PHONED HIM AND HE TOLD ME, HE CAN ONLY WRITE OUT A NEW CHEQUE ONES THE OLD ONES COMES BACK FROM FNB HEAD OFFICE, HE SAID IT CAN TAKE UP TO 3 WEEKS.. WHY MUST I WAIT SO LONG???
