Electricity cut off

I'm totally not happy with the service that i received from city of Tshwane. My sister passed on in 2010 and i supplied them with all the paperwork to prove that she passed on and requested for the debt to be cancelled as i am willing to start on a clean slate. I have been paying monthly but now someone came to cut off the electricity and he was sent sent by a collegue to do so.
