Cutting of electricity

I have been receiving a estimated electricity meter reading from City of Tshwane for the past nine months. The estimate is far from correct, I have been overcharged for more than 30000kwh, and despite several complaints to their services department to rectify the bill, they send someone every month to disconnect my electricity, and charge me for that as well. I receive a monthly estimated bill, and receive final demands every month despite my monthly mails to the customer service department.
