Waiting One Year for Unabridged Birth Certificate

I applied and paid for an Unabridged Birth Certificate for my daughter at Randburg Home Affairs in February 2013, and almost ONE YEAR and several enquiries later, still have not received the certificate! Every time I call, I am told that the application is still at Head Office. It has been supposedly been escalated, queried, and investigated, but still no certificate. Clearly their promise that the certificate would take 8 to 12 weeks was very optimistic.
