22 month Wait for Unabridged Birth Certificate

I applied and paid for both an abridged and unabridge birth certificate for my infant son while in the Kingsbury maternity hospital in June 2011. I received his abridged birth certificate after a few weeks but am still waiting, 22 months later for his unabridged certificate.

While I understand that the laws regarding home affairs have changed, I paid money for this service and have received no feedback from Stork. I need this document urgently and would appreciate some feedback in this regard.
