Waiting more than 24 weeks for Unabridge BirthCert

Hi

I've applied on 27 August for my son's Unabridged Birth Certificate at Randburg Home Affairs Office. My son was born 26 June 2012. I was told to wait 8 - 12 weeks which I did patiently. Since then I phone the Call Center every 2 weeks and get the same story, " The certificate is still with Head Office" I've escalated that this is urgent as my son has Haemophilia and Cleft Lip and Palate and I need the Certificate to apply for Visas fro him to see overseas Medical Specialists. However, the Certificate has been in the "Final Stage of the process SINCE the beginning of December 2012, and is STILL to this day 25 January 2013 in the final stage. I can not wait anymore for this certificate the Department of Home Affairs is violating my 6 month old sons right for proper medical care due to their inability to produce this certificate! It has been 24 weeks and still no certificate!
