Lack of interest or not trained for her jo

For months now we are trying to get a rates clearance certificate form HCM.
The lady in charge -if anybody know who's job it actually is-is 'Hlengiwe Sharon Ngcobo'
Because of bad service we contacted Kate Mardon-office manager. She is to busy to follow up just send e-mails to juniors-please sort out.
Long story short e-mails and time is wasted between the 2 parties as nobody seems how to successfully issue a rates clearance certificate.
They have no idea what the documents is all about the attorney have sent..eventually when they saw the light..the lady who is working in that department is on leave. Sorry you are the customer. You wait.
Next thing I was advised 3 different amounts that had to be paid. At this stage I have paid over R4000.00.
Without receiving the Clearance Certificate.
I know understand why the newspapers and news bulletins every day complains about municipalities-I now experience it 1st hand. Does anybody have a idea why?...The phones are always out of order. when you eventually speak to a live person-they refuse to connect you with the branch manager. You have to speak to the junior..the cause of the chaos.
