Delayed payment and bad service

My sister Keamogetswe Mothokwa, claiming against Pension No: 97489025, sent GPAA this email and they still havent responded to her:

"I want to lodge a formal complaint against your department due to the delay in payment of the pension claim that I made. I personally submitted my application at government pension fund on the 28 October 2014. I was assisted by Amelia Linde. I have been waiting for the payment for 3 months now nothing is happening. On the 18 November 2013 I phoned Gpaa helpdesk I was assisted by Nompumelelo who told me that my documents were not on the system.
I have been calling the helpdesk on manyoccasions trying to enquire about the payment, I was told for the last 2 months that my file is with the legal department I must call in 7 days. After 7 days when I called i was told my file is at finance for calculations. The last time they worked on my file was on the 24 December 2013. On the 06 January 2014, my ex-husband went to enquire he was told the file is at payments they will be paying anytime from that day, still no payment."

My sister needs to use this money to buy a property as she doesnt have a place to stay with her child. Please assist.
