Bad service - not forwarding clearance certificate

I was informed by Cell C that I cannot take out a new contract because apparently I was in arrears and handed over to Pholosa. That was for a contract that I ended with them and they did not end it. I paid the amount of R712, 88 to Pholosa on 3 Oct 2013. I mailed them the proof of payment on 7 Oct 2013. When I contacted them a lady informed me that my account was duplicated. After a long discussion she told me that it was their fault and that I only had to pay R712, 88. I would have received my clearance certificate by email the next week because their fax machine is broken. Up to now I have received 5 (five) sms's to inform me that my query has been acknowledged but still NO clearance certificate. I phoned them last week and they said I would get it on Tuesday 22 Oct. When I phoned them on Tue I spoke to Tsholoselo and he ensured me that he is going to mail it to me "now". This morning I phoned again and spoke to Nomvuyo and only now she informed me that the duplicate account has not been sorted out. She will close it now but I must wait another week for my clearance certificate!! This is VERY BAD SERVICE. I paid them immediately when Cell C told me!!! POOR SERVICE!!
