Home Affairs refuse to transfer my document

I applied for a document a couple of years ago, they said it will take a few weeks before I could collect it at the Randburg home affairs office.

Two years later I relocated to cape town when I received an sms stating I can collect it.
The call centre told me I can arrange for Wynberg Home Affairs to transport the document from Randburg,
when I arrived Wynberg was uncooperative and told me I had to do the legwork, but suggested I send a family member to collect it.
Unfortunately I don't have a family member in the Gauteng area, so I send a friend with a police certified letter to pick it up. My friend was told that only a family member can do this and that I need to phone the office to arrange transportation of my document.

In summary, the call centre, Wynber home affairs and the Randburg home affairs counter lady said that I need to phone Randburg to get my document transported.

This morning I phoned Randburg to arrange this, but the person who answered the phone told me it is not possible. I got the managers name and number though: Herman Makalakala 072 621 8449.

So I phoned him, also uncooperative. He told me to phone the Randburg office again.

Please sort this out.
