Bad service delivery

I applied for a new id document at Somerset West home affairs approx 2 months ago. Still i didn't receive any feedback or notification of my id document being ready for collection. I went back to home affairs on Monday to find out what is causing the delay. They said that the lamination on my id was not correctly done and that i should supply them with new photo's, which I already supplied with my money... who should be paying for that photo's that home affairs is requesting from me?
