Asking for money

I pay m y rates & taxes, therefore it is unacceptable that my door bell gets consistently rung until I will open the door, then I get asked for money from the garbage collector before they remove my garbage. If I had money I would gladly have bought food & toiletry products & made up a hamper to give to people who provide a service throughout the year. Unfortunately this is not the case & my situation, therefore it is unpleasant & unacceptable that I get asked for money.
