ACCOUNT BLOCKED DESPITE REPAYMENT ARRANGEMENT

On the 21st November 2013 I attempted to buy electricity online for my property (via Prepaid24), and after making R250.00 in purchases, I was advised that my account has been "blocked by credit control" - i.e. Mogale City Municipality. For context, about 3 months ago I received a final demand for payment of outstanding rates - having not received ANY of my utility bill statements since February 2013. This notwithstanding, I went to the Municipality & paid the minimum amount necessary not only to stay collection BUT I also made an arrangement wherein the balance of the outstanding amount would be repaid within a period of 6 months. I have made regular payments of R700.00 since that time - this being the amount outstanding for each month's utility usage & the outstanding arrears. I have been making these payments notwithstanding not having received a single utility bill in the entire time. So I was shocked when I received the "blocked by credit control" message from Prepaid24 today. Worse still, I'm almost out of electricity & the only other place that sells UNIPIN electricity is about 20 minutes away from my house - on the N14/Hendrik Potgieter route. I'd appreciate an explanation.
