DISCONNECTION OF ELECTRICITY, PAID BUT STILL NO PO

The electricity to my house was disconnected on 9/4/13 due to non payment by my friend. Amount due was paid on 11/4/13, proof provided to the correct Dept and arrangements made with the other Dept. The lady said the reconnection will take up to 48 hours to be done. It is now 15/4/13 and still the electricity is not connected. I tried several times over the weekend to get to the correct person who can help me. I even got a ref nr 183/13 and the guy said he will send the info through to the Elec Dept for reconnection. After phone half hour later to see if I could get a contact nr another man said to me the info given to me was given by mistake and the ref nr could only be send on 15/4/13 to the relevant Elec Dept and that might also take another 48hours. I feel this is really unacceptable. Why didn't the Credit Control Dept inform the Elec Dept to reconnect the power to the house.. I am aware of another man also staying in the same complex and his electricity account was not paid for 8 MONTHS but his electricity WAS NOT DISCONNECTED. His amount due to Tshwane was R8500 and the owner had to pay this outstanding amount. How does this work.
