WE MUST JUST PAY A HIGH BILL FOR THEIR FAULT

We moved into a house, someone came to install a prepaid meter and paid for that. They left the meter unfinished and never came back, i phoned municipal every month to hear when they going to come finish, and also said to them i'm scared to get a big bill in month or 2.They said NO i wont get a bill
last year they only came to fix the problem, we received a bill of R 22 000.WHY MUST WE PAY THAT BIG AMOUNT AFTER THEY SAID I MUST NOT WORRY? why didn't they sent us a bill every month, because it was not yet disconnected by them, they could have seen we are using the electricity.we made arrangement with them to pay off, i still feel where did they get that amount from? And if we pay a day later they switch of the electricity and again we must pay R 300 to connect again which is not fair. Now my baby girl must sit in the dark until they got time to connect it again. After payment made i spoke to the lady that works with arrangement to switch on the electricity and all that she can say is "sorry my hands is cut off, they will connect it as soon as they got time" so now we have been paying for 5 months for their faults? is there a way we can find out maby to pay less on the account? please help?
