Service Deliver strike

We use the post office to do deliveries for our customer as we find them most reasonable and have not had any complaints or issues.
However we sent a parcel on the 11/02/2013 for a customer and ensured it will be delivered in 5 working day which is normally the case. The customer called me and informed me that the order has still not arrived.
I called the customer care and waited for 14 minutes for someone to take my call. Once answered they informed me they don't know why the parcel is still in Johannesburg and not sure when it will be delivered.
I then went to the post office and asked them whats goinig on, and they informed me that their management told them that they not allowed to mention to any customer that their is a strike going on!!!
My question is why cant you people just tell us that you cant do a service so that we can make necessary arrangements so deliver to our customers through more reliable means.
Why cant you inform the public about what is going on?
Why cant you hire more staff so that we as the public do not have to wait 14 minutes on a call just to find out where our stuff is?
