Not able to move up to better option

I called Bonitas to move up to a better option. They told me that i can only do it at the end of the year, with will then be affective from January 2014. The reason for this was because I already started using my benefits. I could understand it if I wanted to move to a lower option, but i want a better option!!! The benefits I used should then not be a problem.
