No feedback and negligence

I called the vitalaire emergency service number this morning to report a my mom's oxygyn cylinder which was making beeping sounds since 3am till now. Portia Ntshotsho tried to assist but what she said should be done failed and we requested that a technician be send out to fix our problem. Tumi promised that the technician will be at my house before 12 it is 14:12 now and still no sign of the tech. I called again and this time Anna picked up and said the tech will be at my house in an hour 30 minutes time.
I'm disappointed at the kind of service that vitalaire is providing, it seems like they don't care about the lives that are dependent on this oxygen. I requested to speak to the manager and as always I was told he was in a meeting the agent said his name is Llewellyn Ngubeni (011 997 5772) called the number and its engaged. I'm also waiting for feedback from Vicky Chotia with regards to my account as I was billed twice for delivery and overpaid my account. I have sent 3 emails and to this day I haven't had any feedback. I can't believe that I have to fight everytime I need service from Vitalaire.
