SAMSUNG SETTINGS NOT WORKING

I have a Samsung S4. Ever since I purchased the phone I had enabled my background data option which restricts the use of data to Wifi only. In addition, Google plus which is an app that comes standard with the S4 had an auto backup enabled, which I was not aware of. As a result excessive data usage took place during the month of December causing me a hefty bill. When I go into my data usage setting I notice that Google plus used up 3.5gb of data just for one month and that this data usage was used in the background. I fail to understand how my phone managed to use up all this data when the setting restricting background data was enabled. This setting is therefore not working. Please can somebody attend to this matter urgently as my bill is R3500 as I cannot afford that. I did not receive any service from Google plus and yet I have to pay this bill. I deserve a refund. This is not fair and not in terms of the consumer act
