KIES on S4 does not sync with Outlook in Wndows 8

Electronic problems are as follows:
1. Every time I sync my 600 contacts are multiplied. Last number of contacts 19500 which makes my Samsung S4 extremely slow
2. I deleted the 19500 contacts on my laptop and sync again with S4. Result: Only ONE (1) of the contacts synced to my laptop.
3. The calendar does not sync.

Poor service form Samsung:
1. When approaching one person a week ago, I was informed he cannot assist be cause his phone has a broken screen and will assist me this week. NO FOLLOW UP.
2. I called their helpline who escalated the issue BUT no one came back to me. This was on 14 November. My reference number is 0122598265.

This is not only my problem. The Internet reflects a plethora of this problem.
