Advertised with 4GB, only comes with 1GB?

My wife recently upgraded her contract to a Samsung XCover 2 - it is advertised with 4GB of memory, yet the phone only have 1GB. (1.18GB Storage) - RAM is 804MB.

With all the bloatware installed by both Samsung and Vodacom, it is almost impossible to do anything with this phone without getting a Storage error message.

Please advise urgently. My next step is ASA.
