1.5 months, and deposit is still not refunded

I hired a vehicle from Tempest through my insurance for approximately 2 weeks. I paid the deposit cash, and the cost was covered by my insurance. So I was told the deposit will be refunded to me personally after I return the vehicle. I returned the vehicle on 28 January 2013, it is now 18 March 2013, and I have still not been refunded my fuel deposit! I filled the tank and was asked to pick up one of the drivers from the Tempest office so that he could bring the vehicle back from the panel beaters where I needed to fetch my car from. On the way there he assured me that because the panel beaters were so close to their offices (less than 10kms) that I would not be charged for this fuel, and the full deposit would definitely be transferred in the following week. So much for that happening! I have lost count of how many times I've called the Esplanade branch, and have called Tempest head office in JHB twice, I have always been told "no I'm sure it has been refunded, let me check and will get back to you later" I NEVER get called back. I will be telling my insurance company, Zurich, who has many customers, to stay far away from Tempest and take their business elsewhere.
