No Refund on Fuel deposit

I returned my rental vehicle with a full tank of petrol on the 30 May 2013, I was informed that I will receive my refund of my deposit (R1000-00) within 7 days. Upon payment of deposit I was informed to use cash and not a debit card, although I called proir to ask what the payment arrangements are, and was told as long as my debit card is chipped there would not be a problem. I received a call from Avis 30 May 2013 to say that an amount of R285-00 will be deducted for a valet service for a stained seat, which I did not dispute, I would then be refunded with R715-00. I called 7 June and was told the funds would be in that day, if not to call back Monday 10 June. Called again on 10 June, funds were still not in yesterday. Called again today and was told to wait again today. When I do call I am tranfered from one person to the next and my request seems to not be taken seriously.
