Shocking Service from Lazy Management

We went to the ocean basket at Irene Mall for dinner after our movie. Our order was simple- tzatziki and Calamari starter, fish and chips and 2 sushi platters. The calamari and fish arrived together- no cutlery was on the table. We asked 2 different waiters for cutlery, no one came back. Our food continued getting cold for at least 10 minutes while we tried to get some cutlery. Eventually the cutlery arrived with bread/condiments etc and our waiter told us there was no tzatsiki- after half the food arrived we are informed bout the starter? No sign of the kid's sushi at this stage. 15 mins after that the sushi arrived with the manager who did not apologise, and said he would organise us some tzatsiki and change the waiter- and tried to explain in detail why it was the waiters fault. I told him I wasnt interested in blaming the waiter (only shockingly bad managers blame their staff), and that it was the bad systems of the restaurant to blame. He turned around and walked away without another word, no further apology- no tzatiki arrived either of course. And we had no further service from any waiter until we tracked down one walking by and arranged the bill. The worst management EVER.
