Awaiting 3 weeks for Card Delivery

I'm very disappointed in the service I have received from American Express Platinum.

I've applied for a Supplementary Card on the 6th of April 2013.
On the 8th of April 2013 I've submitted my supporting documentation.
I've phoned on the 12th of April 2013 to follow up on my application. The operator said that they only received my application on the 12th. For me this means that if I had not followed up on the application it will still be pending.
Received an SMS on the 16th of April saying my application has been processed. It took them 6 working days to start processing my transaction.
On the 19th of April I've received an SMS saying that my query has been closed and resolved.
On the 23rd of April I've phoned again and the Lady told me that I must pay R175.00 for Face to Face Delivery Fee for the Card. She said that was the reason the application took so long. On the website it clearly states that Face to Face delivery is free.
Received another phone call that day saying that they will deliver the Card on the 26th of April.
WHAT A DISGRACE!!! Im still not sure if I will have to pay the R175.00

IT WILL TAKE THEM 3 WEEKS PLUS TO ISSUE A CARD AS I AM STILL WITHOUT A CARD.
