24 hours Emergency number doesnt work? REALLY?

1) Car broke down on M5 onramps into Southern Suburb 20/03/2013 20:00
2) Called 0860 212180 general queries and option 3 for emergency and it simply cut off.
3) Called about a million times and tried to reach other department (1 hour). Reply - system experiencing difficulties and cut off.
4) Called BMW assist and resolve the problem at my expense
5) Called 22/03/2013 and 1st agent admitted that number doesn't work. Put me through to emergency department and team leader said would investigate. She had no idea who I am and didn't even have the profile open in front of her. Called dropped after 15 minutes on the phone. no call back (not surprised)
6) Called back 2nd time and agent didn't even know they have 0860 212180 as a contact centre number. and insisted giving me another number. Requested for a senior manager to call me back and no reference given.
7) Until today 25/03/2013 and still no feedback or call from someone.
8) 0860 212180 option 3 for emergency still doesn't work TODAY!

IF the emergency number doesnt work, what is the point to have an insurance? Richard Branson should seriously look into this. A Senior manager should contact me telephonically immediately.
