Late payment of repurchase money

I repurchased money from my Money Market Fund for provisional tax on 22/02/2013 before 12 0' clock.
Today it is the 1st of March and money still not in my account.
Stanlib policy is 72 hours to another Bank. My money will now only be in Monday because they were to busy.
Who is now responsible for my SARS 10% penalty for late payment???
