Excess refund

I lodged a claim in early October 2013 which got approved late October 2013. My car was only repaired in January 2014 and got it back on 17 January 2014. I paid excess and when I enquired about a refund the lady I spoke to by the name of Portia told me that the person who was assigned to do the third party claim has resigned and therefore my matter is still standing and no one is attending to it. I just want to find out how and when will I be refunded my excess of which it was more than what I was suppose to be paying if no one is assigned to deal with my claim and why we as clients, have to always make follow ups on our claims/refumds because of none response from Mi-way consultants?
