Trouble with accounts and no competant persons

Firstly went to Standard Bank in Montagu (Cape Winelands). My problem was that I cant withdraw money from ATM or swipe at any store, They gave me a new card that also didn't work at any of the machines, went back to them for third time and ask them for a visa card so that I can use it in other countries cause master cards doesn't work here and she told me that visa cards are out of stock and she could only issue me with a master card. She told me that I must apply every time I go out of the country so I did! Now in a foreign country I cant withdraw any funds after they assure me that were there are a master card sign it will work, but it doesn't.
Now I deposited money in my Cheque account but when I want to with draw or transfer money they told me that my account is frozen/blocked. But why can I deposit money into the account and they don't tell me its blocked but they allow to deposit money but when you aces the account it doesn't allow you to touch your own money!!! I think they are quick to charge you fees and froze your accounts but when there is a problem they all blame it on the systems.
