I called the bank on the 09.10.2013 to advise them that they need to to lodge a complaint to their inter bank department. They advised me that they have done this and only called me on the 22.10.2013 again in regards to my complaint. Today they advise that it has been referred to the incorrect department - Department (after I called in twice to see on the status of my complaint, they still never picked up that its been sent to the wrong department). This dispute should have been dealt with long ago - they don't care as its not their money that they are waiting for.
