They failed to refund me in 14 days

On the 04th October 2013 i paid for R150 petrol at Sasol Witkopppen Service station with my savings card, the transaction came as Declined from their machine but i got an sms that the money was debitted from my account. Me, the petrol attendant and cashier couldn`t reach an agreement which resulted me in paying R150 cash. I later realised on my bank statement that the money was still not processed which is still the same today October the 17th 2013. On Monday the 14th i called Capitec help desk and the person who assisted me said if i fax them the receipts they will clear my money immediately (call ref 10148925). I did just that even got confirmation that they received my email the next day. Today Thursday the 17th the money is still not in my account, the bank statement still shows it as "not yet processed" and nobody from the bank has contacted me to clarify the matter. I just spoke to Dimakatso at help desk - ref 10194863 and she told me i have to wait for 14 days for the money to be cleared. I am not happy with that as i need that money and i think is unfair for me as the client as this is not my fault but the technical error that the bank should be accountable for.
