Full cover no being used

I took out insurance with standard bank. I took full cover no excess and courtesy car. I recently scratched my car while parking and damaged my front bumper as well. i called made a claim. They claim was accepted but now l am told for the bumper l must apy 50% of the cost. Please explain to me what full cover is and why we paying so much money for it
