Broken Promise From Nedbank ONCE AGAIN!

Good Day

I Missed a payment for December because the debit order didn't go off on the 15th with my other Nedbank Debit order. So someone called me Early Jan 2013 informing me that the December Payment was never made, I asked him if he could please make an arrangement for me to pay the missed month over 3 months, He informed me that the arrangement was made.
When I went back to work I called the call center again double checking the arrangement is there, the person I spoke to told me that the arrangement was made!
Yesterday when I tried to pay for my Childs much needed food and nappies my card was declined, And I realized that Nedbank ONCE AGAIN had taken the money off my account after I made arrangements twice!
The January Amount was taken off, Another full month amount went off (that was the one I made arrangements for) and a Additional amount went off as well (the Arrangement amount)
I spoke to a girl in your Call center and explained my story to her. She informed me that she will reverse the Arrangement amount!
I asked to speak to the Team Leader, she then informed me that he is not Available and that there is no one that can help me!
How can Nedbank not refund me?
