Ordered a Smart Device online

I applied for an Ipad in December 2012 and got a call on the 20th Dec 2012 to let me know it has been approved and the next call i will receive would be from the courier. On 9 January 2013 i called to find out about the status, i was informed that the department only reopened on the 7th so i should i should hear from them that week or the next. i called back on the 21st Jan 2013 and was told i should wait until next week, i asked if i could escalate the query and was told the escalation would take 2 days.what choice did i have so i asked them to log it. I called back on the 28 Jan 2013 and was told it has been moved to priority status and this can take up to 7 days so i should call back after SEVEN days if i have still heard nothing. Serious is the time frame it takes? And who is responsible for the poor service? as the bank make it out to be the couriers so basically saying there hands are tied? Not very impressed at all
