Expecting cover according to signed up policy

On the 10/09/2013 I logged a cellphone claim. As said CRS collected the phone the next day and unfortunately was deemed unrepairable. For this mobile phone to be replaced I than received an email from Active Cellular (Charlie) who informed me from his email communication that I was only legible for a R6298.50 replacement and this could be my former or anything different, which was very surprising. When I signed up for this policy I was asked how much I wanted to be covered for and I choose a R7000.00 cover so that's the value of my cover not less suddenly. I expect a R7000.00 cover and nothing less. I'm currently paying enough for me to be covered on for this value.
When I tired to raise this with the insurer representative (Khanya) she couldn't help and referred me to call this number - 0860 2012 105, which doesn't work. When I took this policy I was also given this number - 0860 9999 54 as the complaints dept, which also is invalid.

I need this issue resolved so I can get the phone replaced to the phone I want and without delay as a phone is an integral part of my job.
