Over three weeks for a card

My business cheque card wouldnt work at toll gates so i was told to order a new one via internet banking. i ordered it on 1 August 2013.
After many phone calls, i was told that it wasnt sent because i didnt specify delivery.
i went back onto internet banking and did the whole process again to see if i could specify a delivery branch or address and i couldnt.
then they said they didnt have my correct phone number. but they phoned me tell me that and asked me to now come into the branch.
the card eventually arrived on the 26th August and said it will work in 48hours. it still doesnt work though.
on monday (26 aug) the courier called me to schedule delivery of the second card (the one i ordered to see if i cold specify a delivery address or branch) it was scheduled for 28 Aug 2013 between 8am and 10am. it is now 11:27am, I specifically waited for the delivery and now i have to go out. i dont see any hope.
