The job is just not getting done

The Association for whom I am secretary has been trying to make changes to the signatories on our bank account for the past two years, as two of the signatories have died. I am therefore the only signatory on the account.
The situation had got to the point where the committee members of the association had instructed me to go to the bank and withdraw all of our funds out of our cheque and investment accounts, and open accounts at another bank.
I was told I can't close the account without all the signatories, (they are dead) and if I withdraw the money, I would "be hounded to death" for the monthly charges.
I had a total blow-up with Kanope Mapule at the Southdale branch from whom I demanded an apology for her behaviour, to which she sent me an email which stated that she was unaware that she had offended me --- even after I had raised my voice to such an extent that most people in the branch could hear me. Susan Doll was appointed to assist me on 12th July, but it appears that this matter is just not getting resolved.
So it's a bit of a catch 22 situation - I can withdraw all the funds with just my signature, but I can't make any other chagnes to the account. Please help
