Arrangements to pay less on a loan-collections

Hello,

I called the contact center a number of times because i need to make arrangements to pay off my loans, i cannot afford the balance this month on my loan re-payments and the customer service said i cannot do that. since then i tried to call the collections department and had no success this far every time the lines are busy or the call gets dropped. I need to make this arrangements asap.

I want a call from this hopeless bank that i always have a issue with and want some real help actually.
