Please explain somewhat confused

On the 8 May 2013 I submitted a online homeloan application and received an email " We advise that you have passed pre screening and may continue with your application. Application number is 4426255" This application was closed because at the time we did not sign a offer to purchase. Now that we have a property to purchase and signed the offer to purchase The application was declined, I believe due to bad credit rating. New application ref is 4483629 How can I pass pre - screening which includes a credit check but be declined on the actual application?
