"Helpdesk" very unhelpful!

I have been dealing with the Help Desk who have been providing me with different stories every time I call for the last 3 months. I have been to the offices and provided the required documentation and have been advised on several occasions that the funds would be paid out in that week, yet several weeks later I am now told by Tino at the Help Desk that the payout could take up to two years and that I should stop calling and just wait! If this is the case why was I not advised from the get-go of the procedure and the long wait? Does the call centre not know their own products or procedures? Why is this utter lack of service not addressed?
