Debiting in my account after settlement

On the 25th of April I deposit a cheque to settle my vehicle loan account with African bank, then on the 7th of May I requested them to give me the letter which indicate that my account is paid up, so that I will prevent them from debiting in my account the following month. Their consultant told me that since I have deposited a cheque, the amount hasn't reflected on their system yet and the debit will go through this month again and they will refund me thereafter. So my concern here is that the process has taken too long and if they debit in my account after I have settled my account with them, this will cripple my budget and I will be unable to use that money to pay for my new installment which I have entered to with the other bank. So I appeal to them to fast-track the process and not to debit my account because this will be too inconvenient for me to be able to pay other accounts.
